PROCEDURE FOR APPLYING FOR AND ALLOCATING AN ESF CHAMPIONSHIP

1.Any current ESF Member Nation wishing to host any ESF Championship may submit a full tender plus additional documentation no later than by the 1st of October of the third year prior to the year of the event in question, e.g. by 1.10.13 for a 2016 or later event. MNA’s may apply to hold a Championship more than 3 years in advance, but the host will not be decided until after the above date. After this date MNA’s can only submit a tender for an event which is not yet assigned.

2.In October of the third year prior to the year of the event in question, the Management Committee (MC) shall publish on the ESF website tenders received for each event.

3.The Management Committee (MC) will evaluate the tenders in the first instance and, where needed, a Technical Director will be appointed to carry out an inspection visit.

4.In February/March of the second year prior to the year of the event, the MC shall consider the tenders and inspection reports and make a decision(s) according to the following options:

a)The MC shall refer all eligible tenders that satisfied the essential requirements to be considered by the AGM, including any recommendations by the MC. The decision on allocating European Championships shall be made by the AGM based on the documents presented by the MC (e.g. MC report, inspection reports, original tenders). No further presentations or documents shall be allowed at the AGM

b)If no tender on time meet the requirements, the MC shall re-open the tendering process and encourage further tenders from all MNAs. In this case, the MC makes a final decision, on behalf of the AGM, on any acceptable tender received after the AGM of the second year prior of the event in question. This decision shall be published immediately on the ESF website and announced at the following AGM.

5.Once a decision has been made by the MC to reject a tender, the unsuccessful MNA will have 7 calendar days from notification to appeal against the decision. The appeal must be in writing from the MNA and clearly state the grounds for the appeal. The appeal will be considered by the ESF Disciplinary & Appeals Committee, and its outcome reported to the MNA and MC via its Chairman within 14 days of the appeal being received by the ESF office.
