Allocation of European Championships - updated July 2011 PDF Print E-mail

The Management Committee (ManCom) isn’t comfortable with the current process for allocation of championships at the AGM, and believes ESF should improve the process to make it clearer, more consistent and more professional. This document explains why ManCom is proposing a change, the alternative process and the rationale behind the proposal. Please click here to download the tender document. 

Article A2 of the Championships Rules says that a full tender must be submitted 90 days prior to the AGM, and that the AGM decides on which MNA will be the host. In an ideal situation, an MNA is accepted as a host, having received a full tender and an ESF Technical Director's inspection report. But, in many cases we do not have enough information by the time of the AGM, and the Technical Director has not had the opportunity to carry out an inspection visit. Indeed, in some instances, where there remains a gap in the future calendar of events, the AGM awards a championship to a host prior to a tender document being submitted.

In light of this, the Management Committee has adapted the process for allocating European Championships hosts which is now as follows:

  • All MNAs wishing to host a Championship must submit a full tender by October 1. MNAs may apply to hold a Championship not more that 4 years ahead, e.g. when an MNA tenders before October 1 in a certain year, it can apply for Championships for the following four years. 
  • The Management Committee will evaluate the tenders in the first instance, and a Technical Director will be appointed to carry out an inspection visit between October and February.
  • In February the Management Committee will make a decision on future hosts based on the tender & the inspection visit.
  • Once the Management Committee has made a decision, and informed the nation(s) involved, the allocation of the host will be published on the ESF website and announced at the AGM.
  • When more than one MNA applies to hold the same event, the Management Committee will make a decision based on the tender and the report of the inspection visit. If there is more than one potential host which equally satisfies all the criteria, the Management Committee may refer the decision to the AGM, following a presentation of each option to the AGM.
